From about 100 wind turbines in 2000 to today, the French wind farm has, thanks to public support policy, increased to 11,800 MW at the end of 2016, representing 3.9% of French electricity production, Agency for the Environment and Energy Management (Ademe) in its study published on 19 September.

The study highlights the main stages of the support policy since 2000. Despite encouraging results, the wind energy sector has not met the deployment targets set out in the successive multi-annual investment programs (MIPs). Indeed, to lead to a policy of change, there has been more accumulation of regulatory changes, all too often inadequate despite simplification efforts.

Yet, with specific taxation, planning tools for local authorities (development zones and regional schemes for wind energy) and the implementation, starting in 2015, of measures to promote the participation of citizens and local the wind projects, public policy has helped to revitalize some rural territories, shows the study.

To achieve Targets 2023 and 2030, the annual pace of installations will have to be asserted and even exceeded that of 2016, says Ademe. The players in the sector will have to face both technological and logistical challenges in order to simultaneously increase load factors, but also to work more closely with the communities.
