Ecological transition

Several associations of communities, following last July’s announcements by the Minister of Ecological Transition, call for climate endowment for communities, as the budget bill for 2018.

However, the possibility that they will succeed remains limited. However, the will of the State would be to create “territorial contracts with the communities involved in the ecological transition”. The problem is ultimately always the same. When will the state give the communities the means to implement the ecological transition, when they are the first possible actors of change. The main associations of elected officials are asking for a share of € 300 million on the Climate Energy Contribution (CCE) – for a total amount of € 8 billion – to be allocated “<em>” to € 10 per capita intercommunal authorities which have adopted a Territorial Energy Climate Plan (PCAET) and EUR 5 per inhabitant for the regions which have adopted a scheme (SRCAE or Sraddet) for AMORCE (the main representative of territories engaged in the energy transition and the circular economy).

The EEC is expected to increase from € 30 to € 39 per tonne of CO2 on 1 January 2018. For the record, the Energy Transition for Green Growth Act (LTECV) of 18 August 2015 laid down the principle of an increase of the CEC to 100 € / t CO2 in 2030, with 73 € / t CO2 in 2022. But instead of providing a real “endowment” on this EWC, the Ministry of Ecological Transition would rather be preparing a contract between the State and the communities engaging both parties and including objectives to be respected. “It would consist of different bricks that would choose to integrate communities (concerning biodiversity, energy, waste, etc …) and would include a financial … which could result from this endowment climate”.

However, at this stage, consultations and reflections are still ongoing at the Ministry. On the financial level, it remains difficult to contract without resources … In the opposite case, and after the signing of these territorial contracts, only directives would be “given to the State services to remove as many constraints and facilitate the implementation of projects “. A very difficult start for these future contracts.
